This matters because ChatGPT could genuinely capture search intent in ways that shift where small businesses need to spend. We're not saying it's a Google-killer tomorrow, but the competitive pressure between these platforms is about to get very real. Here is what the platform actually offers, what it costs, and what a small business should do about it, based on Neil Patel's breakdown of the ChatGPT Ads Manager (June 15, 2026, updated June 18) and our own read as a Google Ads agency.

What is OpenAI's ChatGPT ads platform?

ChatGPT ads are sponsored placements shown inside ChatGPT conversations to eligible free-tier users, bought through OpenAI's self-serve Ads Manager, which opened to all advertisers in May 2026. Ads are matched to the topic of the conversation rather than to keywords, and they come in two formats: a shopping product carousel with checkout, and a conversational banner the user can ask ChatGPT about. During the pilot, before self-serve, the platform reached $100 million in annualized ad revenue within six weeks, and OpenAI is reportedly targeting $2.5 billion in ad revenue for 2026.

How much do ChatGPT ads cost?

There is no minimum spend anymore. The $50,000 minimum from the pilot phase was removed when self-serve launched, so a business of any size can open an account. Bidding is CPC (cost per click) or CPM (cost per thousand impressions), with conversion tracking available.

What there isn't, yet, is a reliable public benchmark for cost per click or cost per lead. Anyone quoting an average ChatGPT CPL is guessing. For comparison, Google Ads has two decades of benchmarks: the 2026 cross-industry averages are a $5.42 cost per click and a $66.69 cost per lead, with legal services at $131.63 per lead (WordStream, 2026). Until ChatGPT has similar data, treat it as a test channel and measure your own cost per verified lead.

What ad formats does ChatGPT offer?

  1. Shopping product carousel with integrated checkout. Aimed at e-commerce brands. When the conversation is about buying something, products appear inside the answer and the user can buy without leaving the chat.
  2. Conversational banner. A placement with a call to action and an "Ask ChatGPT about this ad" button. Instead of clicking through, the user can interrogate the offer inside the chat, and the brand's own information powers the answers.

For a service business, the conversational banner is the relevant format. Its distinctive feature is that the model will answer questions about your business, which makes the clarity of your website and business data part of the ad creative.

How does ChatGPT ad targeting work?

Not with keywords, and not with demographics in the Meta sense. ChatGPT matches ads contextually to the current conversation topic, the user's past chat history, and their previous ad interactions. In practice, an ad for roof repair shows to someone who has been asking ChatGPT how to handle a leak, which is a deeper intent signal than a single search query. The trade-off is control: you cannot pick the exact phrases that trigger your ad, and there is no geographic targeting comparable to Google's radius and location settings.

Who sees ads in ChatGPT, and where?

  • Eligibility: roughly 85% of free and Go tier users. Paid subscribers (Plus, Pro, Business, Enterprise, Education) see no ads.
  • Scale: about 800 million weekly active users and roughly 2.5 billion prompts a day.
  • Regions: the United States plus Canada, Australia, New Zealand, the United Kingdom, Japan, South Korea, Brazil, and Mexico.
  • Relevance: OpenAI reports that fewer than 7% of ads are rated low relevance by users.

The honest summary: ChatGPT ads reach people further down the decision path, which is the strongest argument for testing them. Google still handles the overwhelming majority of commercial and local searches and has the measurement to prove what worked.

How to allocate your ad budget between ChatGPT and Google

A worked example, with hypothetical numbers chosen to show the logic, not a client result.

Suppose a plumbing company in Los Angeles spends $3,000 a month on ads and currently gets about 40 qualified calls from Google Search and Local Services Ads, a cost per lead around $75. Here is how we'd split a test:

  • Keep $2,700 on Google. Search and Local Services are producing booked jobs today, and local intent is where Google is strongest. Do not starve the campaign that pays the bills to fund an experiment.
  • Put $300 a month into ChatGPT for 60 days. Small enough that losing all of it wouldn't hurt. Run the conversational banner with one specific offer (same-day emergency plumbing, a clear price anchor, a phone number) and send it to a dedicated landing page with its own tracking number.
  • Judge it on one number: cost per verified lead, meaning a call over a minute or a form from a real address, compared with Google's $75. Not impressions, not clicks, not "conversations."
  • Decision rule after 60 days. If ChatGPT produces verified leads at or below Google's cost, move it to 15–20% of budget and re-test. If it produces leads but at double the cost, keep a small line item and revisit quarterly. If it produces none, stop and check back when the platform publishes benchmarks and adds local targeting.

The point of the structure is that a new channel is added on top of a working one and earns budget with measured leads, never by novelty.

Can a local service business use ChatGPT ads?

Yes, with modest expectations. Targeting is conversational rather than geographic, so a plumber in Manhattan Beach cannot yet limit ads to people in Manhattan Beach the way Google allows. That makes ChatGPT a supplementary channel for local businesses until location targeting arrives, while Google Search, Maps, and Local Services Ads carry the local intent.

What should a small business do right now?

  1. Don't move budget. Add a test, sized so losing it doesn't hurt.
  2. E-commerce first, services second. The shopping carousel with checkout is the more mature format.
  3. Feed the conversation. Because users can ask ChatGPT about your ad, make sure your site states plainly what you do, where, for whom, at what price range, and why you're different. That is what the model draws on.
  4. Track it separately. A dedicated landing page or tracking parameters, so ChatGPT leads are counted on their own.
  5. Watch relevance, not reach. With no keyword control, the useful early signal is whether the leads that arrive are the right kind of customer.

Why this pressures Google

The threat isn't that ChatGPT replaces Google search overnight. It's that a growing share of high-intent conversations now happens somewhere Google can't sell an ad, and Google's response (AI Mode, AI Overviews, agentic shopping) changes how much organic traffic everyone else receives. For an advertiser, more competition between platforms usually means better tools and, eventually, better prices. For now it means one more channel to test carefully.
